influence from the late Ath to the 19 th century' (after the construction of the Suez Canal in `^°^، the Arabian Peninsula had become an area of even great importance for Britain). While Muscat and Oman، as the country was known before 19 V، was nominally independent، it was in effect tied to the UK by a series of one-sided treaties going back to the early nineteenth century، with the British government in effective charge of the Sultanate's foreign، defence and fiscal policy، and providing most of the army's officers. The British influence continued to be fairly strong until V.، and it lingers to this day in the form of strong bonds and cooperation in many areas.

This geopolitical reality has inevitably exerted a strong influence in how Oman relates to its neighbours and outside powers.

But the greatest influence has undoubtedly been Sultan Qaboos، who was instrumental in developing and strengthening these various strands، and then in weaving them together to shape Oman's unique combination of pragmatism، grit، and a principled approach to its foreign relations.

The Role of Enlightened Leadership

Sultan Qaboos's personality was forged by his relationship with the British and with his father، Sultan Said bin Taimur، who ruled his country in a harsh، backward-looking fashion. In 190 V، when Qaboos was 7، his father sent him to England to study، followed by a couple of years at Sandhurst and a tour as a Second Lieutenant in Germany with the Cameronians، a rifle regiment of
