Your Excellency،
I have the honour to confirm our conversation on Tuesday، December 9، concerning the possibility of humanitarian action by the International Committee of the Red Cross، as requested by you during an earlier visit، in behalf of the victims of events in the Sultanate of Muscat and Oman.
As I explained to you، the ICRC cannot، under any circumstances، intervene in a country without the consent of the authorities in power in the region concerned. The ICRC must always act in an absolutely overt and impartial way. This is an essential condition if it is to enjoy the confidence of all the parties to a conflict، and without that confidence it cannot carry out its charitable mission.
As soon as we received the information which you sent us، at our request، after your last visit، we instructed our General Delegate for the Middle East، Mr. de Traz، to visit Oman in order to survey the possibilities for assistance by the International Committee to the victims of events there. An initial credit was opened to enable him to furnish some emergency relief supplies pending the preparation of an overall plan.
His Excellency
Monsieur Mohamed Hamad El Harithi، Representative Imamat Oman،
21 Hassan Sabri Street،
El Zamalek،
Cairo.
