Islamic education and Arabic language subjects are explicitly tasked with moral and spiritual formation، while even science and social studies incorporate values such as responsibility، respect، and cooperation. Teachers are expected to model these values، and school programmes often integrate community service، civic participation، and religious observances as part of holistic character education (Al-Ani، 2014).
At the university level، values education remains present، though its articulation differs. Universities in Oman are mandated to align with the national philosophy of education، which requires them to include courses on Islamic culture، ethics، and citizenship as compulsory components of undergraduate programmes (Al Barwani & Osman، 2019). Beyond the formal curriculum، values are reinforced through student affairs offices، co-curricular activities، and campus initiatives such as prayer facilities، faith-based dialogue، and programmes on responsible citizenship. This integration reflects the view that higher education institutions are not only centers for academic preparation but also spaces for the moral and spiritual nurturing of future professionals.
Taken together، Oman's approach shows that values education is essentialised within the national education system. It is not treated as an optional or peripheral dimension but is structurally embedded across school curricula، teacher practices، and university programmes.
